Job Purpose:The BIM Manager is responsible for establishing and overseeing the implementation of Building Information Modeling (BIM) strategies, systems, standards, and processes across all stages of the company’s infrastructure projects—particularly in high-speed rail. The position ensures all project stakeholders (owners, consultants, contractors, and operators) follow consistent, collaborative, and efficient digital engineering workflows, enabling cost-effective project delivery and life-cycle management.2. Key Responsibilities:A. BIM Strategy, Governance & Planning• Develop and enforce company-wide BIM policies, protocols, and procedures, ensuring alignment with international standards (ISO 19650, PAS 1192, etc.).• Prepare and update comprehensive BIM Execution Plans (BEPs) and BIM Implementation Plans tailored to each project phase.• Define Level of Development (LOD) for project deliverables; supervise compliance from consultants and contractors.B. Technical Oversight & Coordination• Lead model coordination, clash detection, and resolution using tools like Navisworks, Solibri, or BIM Collaborate Pro.• Ensure data interoperability between BIM platforms (e.g., Revit, Civil 3D) and other project systems (e.g., PMIS, GIS, ERP).• Maintain and expand BIM object libraries, classification systems (e.g., IFC, COBie), and ensure consistent model quality control.C. Project Delivery & Lifecycle Integration• Collaborate with multi-disciplinary teams (civil, electrical, mechanical, signaling, etc.) to integrate design models.• Support the development of 4D (time) and 5D (cost) simulations for construction sequencing and financial planning.• Facilitate handover to Asset Management teams, ensuring proper use of as-built models for Facilities Management (6D BIM).D. Stakeholder Engagement & Training• Act as primary liaison with project stakeholders on BIM-related matters—clients, design consultants, contractors, technology providers.• Organize internal workshops and training sessions to build BIM literacy across departments (Engineering, Construction, Procurement, etc.).• Provide technical leadership and mentoring to the in-house BIM team; manage performance and skill development roadmaps.

3. Qualifications:• Bachelor’s Degree (or higher) in Civil Engineering, Construction Management, Architecture, or Railway Systems Engineering.• Advanced degrees (Master’s or PhD) in Transportation Engineering or Railway Infrastructure are highly preferred.• Certified BIM Manager or BIM Coordinator (e.g., buildingSMART, Graphisoft, Autodesk Professional, etc.).• Deep understanding of international BIM standards and railway-specific regulations (UIC, TCVN, Eurocode, JIS, etc.).4. Professional Experience:• At least 10 years of relevant professional experience, including a minimum of 7 years in BIM management roles within large infrastructure or transportation/railway projects.• Demonstrated success in leading multidisciplinary teams in Owner, Consultant, or EPC Contractor environments.• Experience managing BIM processes across all project stages (Concept > Design > Construction > Handover > FM).• Proven track record in deploying BIM for complex infrastructure projects, especially those using Integrated Project Delivery (IPD) or Design & Build (D&B) models.5. Technical Skills:• Proficient with Revit, Civil 3D, AutoCAD, Navisworks, Dynamo, InfraWorks, 3ds Max, BIM 360/ACC, and Solibri.• Familiar with parametric design tools and programming/scripting languages (e.g., Dynamo, Python) is a strong plus.• Understanding of GIS, CDE platforms, and interoperability standards such as IFC, COBie, BCF.6. Core Competencies:• Strategic Thinking & Systems Analysis: Ability to architect BIM strategies that align with organizational goals and infrastructure lifecycles.• Leadership & Team Building: Capable of building, leading, and inspiring multidisciplinary BIM teams in fast-paced project environments.• Communication & Negotiation: Excellent verbal and written communication in both technical and non-technical contexts; able to manage cross-functional stakeholders.• Decision Making & Accountability: Strong judgment with high ownership of results; capable of prioritizing technical decisions based on ROI and project impact.• Project & Time Management: Skilled in managing multiple deadlines, conflicting resources, and pressure from high-profile stakeholders.7. Languages:• English: Fluent in both written and spoken.• Other languages (preferred): French, Japanese, or Mandarin is a plus due to the nature of international partnerships in railway technology.8. Additional Assets (Preferred):• Experience with Digital Twin, Smart Cities, or Railway Asset Digitization.• Familiarity with CENELEC EN 50126 / 50128 / 50129 standards (for signaling and railway systems).• BIM integration with ESG/sustainability frameworks or carbon tracking tools.
