Duty station: Hanoi, Viet NamDuration: July 2025 – 28 February 2027Main tasks and responsibilities: Under the guidance and support of his/ her supervisor, the junior project officer will undertake the following tasks:• Implementing daily operational aspects of all issues related to ACT MEPS and activities of the EEC in Thai Nguyen and Ho Chi Minh city. The more focus is on the activities of ACT MEPS project.• Monitoring and evaluating the activities regarding the ACT MEPS project and the EECs• Strategic communication with GIZ headquarter, network partners, beneficiaries, consultants, associations and experts in the RAC industry in Vietnam and ASEAN region.• Procuring and managing the related consultants to deliver the designed activities of the projects.• Handling procurement and invoicing according to GIZ regulations• Being responsible for the technical aspects to organize the meetings, trainings and field trips and develop the PR campaign to promote the high energy efficiency air conditioning.• Ensuring operations planning is on track and managing the project implementation• Communicating closely with Vietnam Standard and Quality Institute (VSQI) which is a key partner of ACT MEPS project, EEC members and related GIZ colleagues regarding the works adhered to this vacancy.• Other works which may occur regarding the ACT MEPS project and EEC activities

Minimum requirements:• Having bachelor’s degree at minimum on engineering, environmental or equivalent.• Good knowledge on energy efficiency of the air conditioning system, commercial/ industrial refrigeration and industrial appliance system in Vietnam• Having knowledge on the greenhouse gas (GHG) inventory is a plus• Having training certificates on GHG inventory and MOIT’s energy audit is a plus• Having a good understanding of development process of the national technical standards is a plus• Experience working with international donors • Having managerial and organizational competence• Willingness to travel to attend the meetings/ workshops and field trips• Very good knowledge of Vietnamese and English. The Accelerating the Air Conditioning Transformation through Enhanced Energy Performance Standard (ACT MEPS project) is a regional project, which is funded by the Clean Cooling Collaborative (CCC), an initiative of ClimateWorks Foundation, focuses geographically on Vietnam and Philippine, implemented by GIZ. The scope for Vietnam component includes the relevant works for aiming improving the Minimum Energy Performance Standard (MEPS) and energy efficiency levels of the room air conditioning (RAC) by revising the national technical standard TCVN no. 7830. Major activities of the project include (i) conducting a market assessment, (ii) developing the standard, (iii) organizing trainings and (iv) establishing and organizing the discussion under a forum of air conditioning experts of Vietnam and AEAN countries. The main activities of Vietnam component of the project includes (a) assessing the RAC market, (b) developing national technical standard and (c) conducting trainings for local experts and exchange among ASEAN AC industry.In the framework of the Bilateral Energy and Climate Partnership (EP project), funded by the German Federal Ministry of Economic Affairs and Climate Action (BMWK), implemented by GIZ, the bilateral dialogue on energy transition and private sector cooperation are organized in different topics. The project also aims to bridge Vietnamese and German businesses, offer capacity building program to facilitate investments in the Vietnamese energy market, promote advancements in relevant industries and value chains, and support technology transfer and skill enhancement. Under the EP project, two (2) Energy Efficiency and Climate Protection Clubs (EEC) have been established, one in Ho Chi Minh city and the other in Thai Nguyen province to encourage the exchange and mutual learning among member enterprises. The major activities of the EEC include organizing the exchanged meetings, trainings and field trips to the member enterprises.
