Rotating Section Manager

Responsibility- Manage Rotating’s sectional personnel and contractor’s manpower in scoping, planning, scheduling, and executing maintenance for rotating equipment in the Refinery, ensuring objectives on safety, quality, schedule and cost optimization are achieved.- Provide technical advice relating to strategic operations & maintenance for rotating equipment.- Develop and manage implementation of Rotating Maintenance budget plan (OPEX & CAPEX), procurement plan in accordance with the approved budget.- Develop and manage implementation of Rotating Section’s KPIs/ short, medium, and long-term strategies.- Develop and manage implementation of Rotating Maintenance competency/ training plan to enhance personnel’s capabilities.- Provide performance assessments, targeted guidance, and coaching to subordinates/ sectional members to enhance their effectiveness and drive professional growth.- Identify and manage implementation of initiatives/ strategies to optimize and maximize efficient operations & maintenance of rotating equipment at competitive cost.- Manage maintaining and updating rotating maintenance procedures & data system in line with actual operation conditions, best practices, and emerging technological advancements, …and ensure full compliance with the established procedures. Additionally, review cross divisional procedures regarding rotating works.- Review and approve Safe work method statement & job safety analysis for high-risk job.- Review & optimize job plan, job schedule, and allocation of resources (materials, services) for rotating maintenance.- Manage audit process (Time On Tools, Wrench time, Permit To Work, Quality Assurance - Quality Based Observation…) within the Rotating Section to ensure safety and high quality in maintenance execution.- Manage implementation of Preventive Maintenance program, including Preventive Maintenance Deferral in in line with the established procedures.- Review and coordinate with Operations to effectively develop shutdown plan for equipment in line with resources availability, cost optimization, as well as equipment’s performance.- Manage the development and optimization of work pack, Material Take-off for critical maintenance activities, projects, and Turnaround.- Manage implementation of Reliability processes/ standards, established by the Reliability Section.- Manage implementation of the Preliminary report after incidents/ failures as well as corrective/ upgrading actions specified in Incident reports, MOC, MTC, ... to address the issues.- Direct and manage execution of necessary actions to address recurring issues or Bad Actors at the Section level.- Ensure all repair recommendations and potential vulnerabilities outlined in maintenance and inspection reports are captured and implemented properly and in timely.- Support Reliability Section in developing and optimizing PM program; technical standards; long-term repair/ replacement strategies; RCA, MTBF, MTTR, Condition monitoring/ analysis, etc…- Manage the quality and progress of spare part & norm standardization and optimization for rotating equipment.- Manage and maintain spare part and service availability, especially critical items. Conduct regular review and optimization of spare parts and services, including management of obsolete items, interchangeable material, alternative provider, spare part refurbishment, ...- Manage contract status, contract extension, optimization of SOW and procurement progress (from prequalification to delivery of material/ service), ensuring availability of material and service for maintenance activities.- Manage scoping, planning, scheduling, and executing maintenance for rotating equipment in Turnaround, and relevant projects in coordination with Turnaround.- Participate in the role of Emergency Response Team proactively and efficiently.- Other tasks assigned by manager and other superiors.
