Mục tiêu:Dự án được thi công – nghiệm thu – bàn giao vói chất lượng phù hợp với các tiêu chuẩn/qui định của nhà nước, tuân thủ các yêu cầu của hợp đồng ký với nhà thầu thi công, tuân thủ chất lượng đã cam kết với khách hàng. Trách nhiệm chính1. Hướng dẫn tiêu chuẩn- Chịu trách nhiệm xây dựng các chính sách, quy chuẩn, quy định và quy trình nhằm thực hiện chức năng quản lý chất lượng áp dụng cho từng phân khúc sản phẩm của Công Ty.- Chịu trách nhiệm việc triển khai việc thực hiện các quy chuẩn, tiêu chuẩn, quy định và quy trình cùng Khối chức năng nhằm đảm bảo việc thực hiện đúng theo phê duyệt của công ty và đáp ứng nhu cầu của phân khúc- Phối hơp với Khối chức năng để xây dựng nguồn lực (trong công ty và các đơn vị đối tác) để thực thi nhiệm vụ quản lý chất lượng.2. Thực thi tuân thủ :- Kiểm tra các hoạt động quản lý chất lượng và đánh giá một cách độc lập về chất lượng các Dự án theo định kỳ, gửi báo các cho Giám đốc khối và các HĐQT, các bộ phận liên quan.- Kiểm soát việc triển khai thi công của Ban Quản lý dự án, tư vấn và nhà thầu theo đúng yêu cầu kỹ thuật và chất lượng, trong phạm vi ngân sách được duyệt và theo tiến độ thời gian cho phép cho các dự án:• Quản lý việc thi công của nhà thầu tại dự án đạt chất lượng, đảm bảo kỹ thuật: • Phê duyệt vật tư: theo HĐ đã ký.• Xem xét shop drawing: đúng thiết kế & thực tế sử dụng.• Giám sát chất lượng vật tư, chất lượng thi công trên công trường. (Đánh giá chất lượng, năng lực các nhà thầu / nhà cung cấp) • Kiểm tra phê duyệt hồ sơ chất lượng theo IPC trong thẩm quyền theo qui định.• Kiểm tra , đánh giá, phê duyệt hồ sơ chất lượng của nhà thầu theo y/cầu cơ quan chức năng ( Bộ XD, sở XD…) trong thẩm quyền theo qui định.- Chịu trách nhiệm đánh giá một cách độc lập về chất lượng thi công, giám sát tại công trường của các Dự Án và đề xuất những giải pháp thay thế (nếu cần thiết)- Phối hợp các khối Chức năng để cung cấp giải pháp cải thiện chất lượng Dự án.3. Vận hành – bàn giao:- Phối hợp các khối Chức năng để cung cấp giải pháp sửa chữa các yêu cầu của khách hàng trong quá trình bàn giao dự án - Phối hợp các khối Chức năng, đơn vị vận hành quản lý tòa nhà để cùng xử lý các vấn đề liên quan vận hành, làm việc cơ quan chức năng và quản lý nhà thầu xử lý khiếm khuyết trong thời gian bảo hành cũng như phối hợp Khối chăm sóc khách hàng để xử lý các vấn đề liên quan thiết kế hoặc thi công phục vụ việc bàn giao nhà cho cư dân.4. Hợp đồng:- Xem xét, góp ý, họp về Hợp đồng về các công việc liên quan đến quản lý chất lượng công trình- Xem xét, góp ý kiến liên quan đến vật tư vật liệu, tiêu chí kỹ thuật, danh mục vật tư. 5.
