Division: Business Office Position: Procurement Manager Reports to: Financial ControllerWorking Hours: From 8.00 AM to 5.00 PM, Monday through FridayHOW TO APPLY: - Interested candidates are requested to send your applications via the School Recruitment Portal at https://www.applitrack.com/unishanoi/onlineapp/_application.aspx?posJobCodes=490&posFirstChoice=2020%20-%202021%20SCHOOL%20YEAR%20OPENINGS&posSpecialty=- Please note that only applications received via this portal will be considered for reviewGeneral:- Review or update supply chain practices in accordance with new or changing policies, standards, regulations, or laws- Responsible for supervising a purchasing team to deliver quality work and fully comply with School Operating Regulations & School Operating Policies- Train and mentor Procurement team members, Delegate/rotation tasks across department effectively- Responsible for developing & maintaining an effective evaluation system for vendor sourcing- Leading tendering process- Develop sound, cost-effective, and seamless procurement strategies via procurement risk management procedures, cost analysis & evaluate product quality and timeliness of deliveries- Maintain effective collaboration with other stakeholders, managing stakeholders' expectations and requirements- Maintain relationships with vendors while continually scouting for additional vendors- Prepare and submit periodical reports to the Financial ControllerContracts Management:- Ensure a contract template is compliant with updated laws & regulations, contract terms are favorable- Draft contracts and Negotiate favorable prices and terms with suppliers, vendors, or freight forwarders- Management of contract register, contracts commitments, filing & renewal- Properly engage stakeholders in contract review and making amendments where requiredStorage Management:- Design or implement school warehousing strategies for teaching materials and school stationery shops- Monitor forecasts and quotas to identify changes or to determine their effect on supply chain activities- Manage an accurate inventory of warehouse materials

Key Competencies:Technical capacityi. Education / qualification- Bachelors’ degree required.- Relevant professional supply chain qualification highly regarded.ii. Experience- Minimum of five years progressive responsibility with quantifiable results in contract negotiation, administration and/or management.- Familiarity with procedural best practices in SCM- Demonstrated negotiation and problem-solving skills- Ability to manage logistics of all aspects of supply chain, from product ordering to the shipment including FTA exemptions related documentation.- Ability to lead a team to meet common and individual goals, and add value to workiii. Technical knowledge- Experience with ERP programs (MS D365 is an advantage)- Good understanding of tendering regulations, Vietnamese Customs laws, and related legislation- Strong oral and written English skill- Understanding of principles of accounting and finance- Customer services skills- Honesty, integrity, responsibility.Stakeholder responsivenessi.
