JOB SCOPE - Provide overall leadership and management of real estate projects from the pre-development stage through completion, ensuring alignment with approved project strategy, master planning, budget framework, and timelines.- Direct and oversee all phases of project development, including feasibility studies, design management, tender strategy and contractor selection, construction oversight, commissioning, and handover, while coordinating with the independent QS function to ensure effective cost planning, cost control, and budget compliance.- Act as the key governance authority throughout the project lifecycle to optimize project outcomes, enhance investment efficiency, manage risks, and maximize long-term asset value. Lead and develop the project management team, ensuring strong cross-functional collaboration among Design, QS, Construction, Legal, Finance, and other stakeholders to deliver sustainable value for the company.II. RESPONSIBILITIES 1. Project Pre-development - Prepare and develop the project plan, budget, and specified timeframes to present to the Project Director Board for final approval.- Review and develop the process of the feasibility study conducted by the business development team to ensure all aspects of the project execution are factored into the FS.- Manage project coordination with consultants, designers, contractors, construction entities, and governmental authorities to acquire the legal documents required for project execution.- Ensure all activities required to deliver the project adhere to project goals, contribute to the profitability of the project plan, and align with the overall development strategy of the company.- Responsible for the successful completion of the project within the approved budget and specified timeframes.2. Project Development and Execution- Conceptualize the overall development strategy of the project and seek approval from the Project Director Board.- Develop a detailed development plan and oversee project execution according to the agreed schedule, including milestone dates, key decision points, project approach, task lists, and responsibilities.- Assist the Project Director Board in setting up project procedure manuals.- Serve as the point of contact for the Construction Management Company and other project consultants.- Update and monitor project feasibility on a periodic basis and ensure appropriate measures are taken.- Assist the Project Director Board in coordinating marketing requirements with the development brief.- Coordinate with Finance for all related support and IT support at the site.- Assist the Project Director Board in developing the project management team.- Anticipate legal risks and discuss with, and assist, the Project Director Board in taking appropriate actions.- Compile and list issues for PCG meetings and reports.- Participate in all key meetings and escalate any issues to the Project Director Board for consideration.3. Design and Tender Documentation - Coordinate and manage all design schedules with appointed consultants to ensure design deliverables are completed in accordance with the approved timeline, meeting requirements for statutory authority submissions and issuance of tender documentation.- Design layouts are market-oriented, commercially viable, and aligned with market positioning and sales requirements.- Ensure timely issuance of all tender packages, and that tender evaluations prepared by independent QS consultants are completed and formally submitted for review and approval by the Project Director, together with recommendations from the Investment Manager (IM) and Project Manager (PM).- Manage and coordinate the procurement process in consultation with QS consultants, ensuring compliance with the approved tendering strategy, cost control framework, and internal governance procedures.4. Project Construction Supervision - Oversee the construction program and work closely with the project managers of subcontractor companies to ensure project execution within specified time and cost estimates, achieving project goals and completion and delivery milestones.- Work with the Construction Manager to set up construction management manuals and seek approval from the Project Director Board.- Discuss technical issues related to the project with the Construction Manager and, if required, contractors, utilizing the services of Architects, Engineers, and QS.- Review and seek approval from the Project Director Board for variation orders.- Assist the Project Director Board in setting procedures to ensure smooth handover of project products to clients and facilities management.- Assist in approving materials and Interim Payment Certificates (IPCs).5. People Development - Ensure that relationships with all internal departments, suppliers, agents, and contractors are maintained and improved.- Promote teamwork among subordinates and fellow staff.- Participate in the employment and appraisal assessment of staff under his charge.- Establish roles and responsibilities for subsidiary staff involved in the project, and lead and guide them by providing guidance, training, and growth opportunities to ensure subordinates are developed for higher roles.
