POSITION OBJECTIVES• Provide visionary leadership and comprehensive coordination of all technical activities for the North-South High-Speed Railway (HSR) project and other rail lines under VinSpeed’s investment portfolio.• Define and lead technical strategy, engineering standards, technology selection, and modern project management models such as BIM Level 3 and CDE, ensuring international benchmarks for safety, speed, reliability, and sustainability.II. KEY RESPONSIBILITIES1. Strategic Leadership• Develop and implement the overarching engineering strategy for Vietnam’s high-speed railway projects.• Collaborate with executive leadership to align technical objectives with the organization’s strategic roadmap.• Contribute to long-term national and regional rail development through strategic planning and feasibility assessments.2. Project Oversight• Lead multidisciplinary teams to execute large-scale rail infrastructure projects across all phases.• Ensure that engineering design, construction, and maintenance meet international standards of safety, quality, and environmental sustainability.• Oversee progress tracking, risk mitigation, and cost control to ensure project efficiency and performance.3. Technical Governance• Develop and enforce engineering governance, policies, and technical standards across all stakeholders and departments.• Supervise the evaluation and adoption of advanced technologies, including next-generation signaling, rolling stock, smart infrastructure, and automation.• Ensure full compliance with government regulations, international standards, and environmental codes.4. Stakeholder Management• Engage and collaborate with government bodies, regulatory agencies, engineering consultants, contractors, and international partners.• Deliver technical presentations and briefings to internal and external stakeholders, including board members and public authorities.5. Talent & Team Development• Lead, coach, and inspire engineering leadership and cross-functional technical teams.• Promote a culture of continuous learning, innovation, and technical excellence across the organization.III. ADDITIONAL CORE RESPONSIBILITIES1. Technical Strategy Leadership & Control• Create and update comprehensive technical strategy frameworks for all project lifecycle phases.• Approve key technologies, system configurations, and technical standards.• Ensure adaptation and compliance with international standards (UIC, EN, TSI, etc.) customized for Vietnam's context.2. Design & System Engineering Leadership• Supervise engineering design stages to guarantee feasibility, interoperability, and system integration.• Make final decisions on the configuration of core systems: trackwork, electrification, signaling (ETCS), operations control, etc.• Evaluate investment optimization solutions with a focus on technical efficiency and safety.3. Technical Project Management• Build modern technical management systems; oversee the performance of engineering consultants and contractors.• Participate in contractor selection (EPC/FIDIC), lead technical negotiations, and monitor contract execution.4. Technology Transfer & Localization• Drive strategies for international technology transfer and capacity-building of local teams.• Coordinate with global partners to acquire, adapt, and institutionalize operation & maintenance technologies.5. BIM & Technical Data Management• Lead the implementation of BIM Level 3 and a unified Common Data Environment (CDE) across the full project lifecycle.• Govern technical data models for all phases: design, construction, operations, and maintenance.

IV. CANDIDATE REQUIREMENTS4.1 Education• Excellent Bachelor’s degree in Transportation Infrastructure, System Electromechanics, Automation, or a related engineering field.• Preference for candidates with a Master’s or Doctorate.• Strong advantage for candidates educated or experienced in advanced HSR systems (e.g., Japan, Germany, France, Korea, China).4.2 Professional Experience• At least 20 years in transportation or infrastructure engineering, with a minimum of 10 years in executive or senior leadership roles in railway, metro, or HSR projects.• Must have led or managed at least one HSR or equivalent large-scale infrastructure project.• Solid knowledge of HSR systems architecture, lifecycle engineering, global standards, and infrastructure financing models (e.g., PPP, BOT).4.3 Skills & Attributes• Strategic leadership and strong interdisciplinary coordination skills.• High-level expertise in contract negotiation, stakeholder communication, and systemic risk management.• Fluency in technical English; proficiency in Japanese, French, or German is advantageous.• Personal attributes include integrity, resilience, decisiveness, and a long-term commitment to public infrastructure excellence.V.
