Senior Chief Engineer - International Branded Residences

Provide division-wide high-level leadership, management, supervision and administration of the Engineering Division; planning, directing, supervising and reviewing activities of the Engineer Division. Assist the CEO and Deputy CEO, MPM with managerial, supervisory and administrative responsibilities as assigned, including but not limited to finance, personnel administration, supervision and organizational development.1. Together with the Management Agent, set up the onsite technical team for new project.2. Work with the Project team to collect the building specs, drawings, licenses and related documents and provide to the Management Agent.3. Prepare and implement new technical procedures for the projects, training documents and development plan for the technical team at the project.4. Responsible for coordinating with the Project teams to review and highlight all M&E operational issues to champion best practice and efficient operation throughout the building's lifecycle.5. Monitor and supervise the Technical team at the Projects in overseeing and controlling the outsourced M&E Service Provider(s) to ensure they deliver technical service in accordance with the signed contract;6. Manage and participate in the development of the project budget. Forecasts funds needed for staffing, equipment, materials and supplies; monitors and approves expenditures; and implements budgetary adjustments, as needed;7. Ensure all Technical Services are procured in accordance with Masterise procurement policy.8. Co-ordinate with Project team and main contractor in handling common area and in-house technical defects before and after Handover to customer and during the building defect liability period;9. Review and approve the Planned Preventive Maintenance (PPM) Programs submitted by the on-site team; supervise the execution of the PPM;10. From time to time develop, improve the policies and procedures within the Engineer Department; together with the L&D Department develop the training material for such new/ improvement of that SOP;11. Collaborate with the IT team to assist the digitization of the technical aspect of the Property Management service offering and implement customized technology platform to all stakeholders;12. Supervise site technical teams ensuring response to Repair and Maintenance service requests from customers meet the agreed KPIs.13. Support to respond to building emergencies and provide backup support to Chief Engineer.14. Seek continuous improvements in the building's energy consumption for the purpose of cost saving, environmental protection and deliver annual improvements;15. Together with the Project Management team, participate into the T&C process and take-over the project;16. Coordinate with Quality Assurance Department to conduct periodic building inspection and audits to ensure the on-site Technical staff to compliance with operations and maintenance procedures and standards;17. Support the Senior PM/ PM to prepare for handover to the Building Owner's Committee.18. Support SPM/ PM on the daily operations/ maintenance of the properties.19. To perform other duties as assigned.
