I. Job Objective• Responsible for planning, coordinating, implementing, and supervising all activities of the assigned high-speed railway project line.• Ensure the project is executed on schedule, within budget, with required quality, safety standards, and legal compliance.• Act as the key liaison among the EPC/General Contractor, Consultants, Government Authorities, and the Investor (VINSPEED) for the assigned line.II. Key Responsibilities1. Schedule & Cost Management• Develop the project’s master schedule and detailed timelines (Master Schedule, WBS).• Monitor progress, analyze delays, and propose corrective actions.• Manage cost estimates, budgeting, and payments for each EPC/subcontractor package.• Implement Earned Value Management (EVM) to control project performance.2. Quality Management (QA/QC)• Oversee compliance with technical standards, drawings, and regulations (TCVN, Eurocode, FIDIC).• Coordinate with QA/QC teams for acceptance, inspection of documentation, materials, and equipment.• Inspect construction quality to ensure technical and operational safety.3. Contract & Legal Management• Monitor and supervise the execution of EPC and consultancy contracts.• Handle legal issues arising within the project scope.• Prepare and participate in negotiations for contract adjustments related to schedule, scope, or cost.4. Safety & Risk Management• Oversee compliance with occupational safety and environmental standards (HSE, ISO 45001).• Identify and manage project risks, develop contingency plans, and handle incidents.• Report and resolve issues that may impact schedule or cost promptly.5. Stakeholder Coordination• Serve as the primary point of contact for Consultants, EPC contractors, regulatory agencies, and local authorities.• Provide progress, cost, and risk reports to the Project Management Department Head and the Executive Board.• Organize regular and ad-hoc project meetings in response to critical situations.6. Line Project Team Leadership• Lead and manage the team of engineers and specialists in QA/QC, cost control & payment, and safety.• Assign KPIs, monitor performance, and develop team capabilities.• Ensure close coordination between internal departments and external partners.

III. Job Requirements1. Education• Bachelor’s degree or higher in Construction, Transportation, Project Management, or Construction Economics.• Master’s degree in Project Management or Transportation Infrastructure is preferred.• PMP, PRINCE2, or FIDIC Contract Management certifications are a strong advantage.2. Experience• Minimum 7 years of experience in infrastructure project management (transportation, metro, railway, roads & bridges).• At least 3 years managing large-scale projects.• Proven experience working with EPC contractors, international consultants, and government authorities.3. Technical Skills• Proficient in MS Project, Primavera P6, BIM 5D, PMIS/ERP systems.• Strong understanding of EPC, IPD, and PPP contract models.• Solid knowledge of QA/QC, HSE, cost control, quantity management, and payment processes.4. Core Competencies• Strategic thinking and ability to manage multiple projects simultaneously.• Strong leadership and team management skills, particularly for technical and project teams.• Excellent communication, negotiation, and conflict-resolution abilities.• High sense of responsibility and ability to work effectively under pressure.5. Languages• English: Fluent in communication, technical discussions, and contract-related matters.• Additional proficiency in Japanese, German, Chinese, or French is a plus for working with international railway partners.
