Job PurposeKfW Office Hanoi is looking for a (Senior) Sector Coordinator Energy and Sustainable Finance. The tasks include but are not limited to the following:Key Responsibilities/Major Tasks/Principal AccountabilityGeneral Tasks – Sector Monitoring and Analysis • Regularly monitor, collect and analyze data and update the team regarding developments in the national energy and financial sector, e.g. relevant changes in the regulation, stakeholders, etc.; • Provide technical input for the development of sector strategies as well as observation of capital market development, ratings of project partners etc.; • Advise the team on rules, regulations and procedures in Financial Cooperation in the Energy Sector and Sustainable Financing Sector in Vietnam; • Participate in sector related events, workshops and seminars relevant for KfW's energy and financial sector portfolio development, liaise with the relevant institutions and stakeholders; • Monitor the progress of ongoing and upcoming projects and activities of KfW in the Energy and Sustainable Finance Sector; • Support missions from KfW Frankfurt Head Office or representatives from the German Government in preparation to and during their stay in Vietnam. This activity includes preparation of and organizing meetings with relevant stakeholders, preparing travel schedule and activity plan, support drafting of minutes of meetings, organizing travel arrangement (in coordination with administrative staff), facilitate and – if required - interpret during meetings and others;Project origination and conceptual development • Identify new projects and programs in line with Government of Vietnam´s (GoV) strategies; • Liaise with relevant counterparts in Government, Financial Institutions and State Owned Companies in order to facilitate the origination of new projects and loans; • Support the Project Team in the acquisition and planning of new projects with conceptual design of new projects, in collaboration with local partners.Project Preparation • In cooperation with the project team, Prepare Memoranda of Understanding or Letter • Support with the planning, implementation and assessment of pre-feasibility and feasibility studies (including drafting of ToR): Advising Project executing agencies (PEA) on Consultant Selection (according to KfW Procurement Guidelines) and financing options, and Support evaluation, selection and contracting processes. • Support partners with the adherence to ToR, consideration of relevant German sector strategies, regulations; and • Overseeing contractual issues.Project Appraisal and Approvals • In cooperation with the project team, plan the project appraisal, including but not limited to technical and financial assessment, etc.; • Develop and discuss with designated PEA and Government workable implementation and financing structures; and • participate in the preparation and appraisal (together with responsible Portfolio Managers, Technical Experts, Environmental and Social Safeguards Experts, and others) of projects.Project Approvals • Monitor, support and follow up on project approvals within the governance structure of KfW’s partner institutions; and • Support preparation, negotiation, and signing of Financing/ Loan and Separate Agreements.Project Implementation and Closure • Facilitate and monitor the implementation of projects according to the KfW rules and regulations, including but not limited to procurement of goods and services, monitoring of usage of funds, regular progress monitoring, etc.; • Monitoring of contractually agreed service delivery by consultants and contractors; • Support the drafting of minutes of meetings or monitoring reports; • Facilitate and support the disbursement of funds; • Support partners in compiling and drafting project related data and documents; • Monitoring and evaluation of business related developments of the borrower/partner, economic and financial risk situation and relevant market drivers; and • Ensure continuous communication with partners and promptly share all relevant information with the Project Team, Lead Sector Coordinator and/or the Director, which require attention and further action.
