1. Job Purpose & Scope The position will be responsible for the overall plant technical aspect as follows: a) Lead engineering team to ensure department’s Safety, Health and Environment (SHE) are compliant to local legislation and Company’s guidelines. b) Ensure equipment, projects, tasks are planned and executed to adhere to local regulation and Company’s guidelines. c) Plant equipment maintenance and not limited to such as i) Preventive maintenance system planning, implementation and monitoring, ii) propose, lead and implement plant’s related investment/project/task as assigned by FOM, iii) plan, motivate, develop and train engineering team. iv) lead and support factory to achieve its set goals. d) Lead by example to uphold the SHE, Quality and Standards of the organization.2. Key Result Areas • Machine Preventive Maintenance > Utilize TPM for preventive maintenance and resolve technical issues of operation facilities to reduce downtime and/or break down of production processes. • Machine Performance Improvement & Development > Reviews the operation of plant equipment and systems constantly, to minimize unplanned downtime, anticipate solve problems in a timely manner, and to identify opportunities for improving & developing productivity, capability, efficiency and Overall Equipment Effectiveness (OEE). This is also included implementation of QCC/Kaizen activity within company. • Project Management: Ensure that the project will complete in timeline and budget. Feasibility study and propose new technology or production process improvement and development to improve & develop operations capability. • Engineering Budgeting & Control > Prepare and propose of upgrade, improvement investment. Prepare detail of operating budgets for the efficient operation of the Engineering service with reasonable cost or budget during the year, and coordinate with Procurement or stakeholders to proceed procurement processes as per Company’s guideline. • Engineering Staff Development > Recruit employees; assign, direct, and evaluate their work; and oversee the training & development of staff competency • Engineering Administration > Develop and implement policies, standards and procedures, communication and safety control. • Work on special assignments as may from time to time as be directed by FOM.3. Key Responsibilities & Job Content Machine Performance Improvement & Development • Utilize and implement TPM for preventive maintenance all operation and production machine, equipment and facilities. • Monitors & Reviews the operation of plant equipment and systems constantly, to minimize unplanned downtime, anticipate solve problems in a timely manner, and to identify opportunities for improvement. • Coordination and implementation of capital works projects for the factory floor modification of equipment to improve plan performance. • Identifying and solving problem to reduce the process and engineering related problems and delays • Ensuring the corrective maintenance as well as planning and monitoring preventive and annual maintenance programs. • Plan and direct the installation, testing, operation, maintenance, and repair of facilities and equipmentEngineering Budgeting & Control • Prepare detail of operating budgets for the efficient operation of the Engineering Department and then ensuring that cost are kept within budget during the year. • Tracks, analyses and improves key maintenance parameters such as asset utilization, maintenance cost, PM compliance, schedule compliance, etc. • Monitors the use of plant equipment and inventories of spare parts, maintenance supplies, and initiates reordering when necessary with minimize expenditure. • Work with procurement to source, negotiate and liaise with external contractors for specialized maintenance work with regards to meeting required cost, work and safety standards.Project Engineering • Responsible for all technical and engineering aspects of their assigned projects. • Plan, schedule, predict, and manage all the technical tasks of assigned project to assure accuracy, proper resources, and quality from start to finish.Engineering Staff Development • Recruit employees; assign, direct, and evaluate their work; and oversee the training & development of staff competency. • Maintains and updates operating and training manuals for the maintenance department. • Ensures that all maintenance technicians are trained on the most updated version of the operating procedures. • Maintain good relations with the work force within the framework of the company’s policy with regards to condition of employment, working environment, grievance procedures, etc. • Ensures that subordinates are adequately trained, equipped, and motivated so that the maintenance program can be accomplished in a safe, timely, and cost-effective manner. • Encourage engineering staffs to achieve the target. • Conducts employee performance reviews based on job descriptions to determine competency, knowledge, and contribution of the subordinates.Engineering Administration • Lead, develop and implement policies, standards and procedures for engineering department. • Perform administrative functions such as reviewing and writing reports, approving expenditures, enforcing rules, and making decisions about the purchase of materials or services • Communicates directly with the operations department to coordinate maintenance and repair work in process areas. • Identify methods to continuously improve the existing work process and existing materials flow to maximize the utilization of resources. • Ensure that all statutory requirements and company’s regulation are observed in all work carried activities carried out on the site. • Prepares reports, analyses data, and makes recommendations for improving plant operations and solving maintenance-related problems. • Communicates regularly with all maintenance technicians, both individually and as a group, to ensure good two-way communication concerning maintenance issues • Maintains safety, health, and environmental policies and procedures
