- Tham mưu, nắm bắt, kiểm soát các công việc được Trưởng Ban dự án phân công thực hiện và tham gia quản lý dự án đối với dự án được giao phụ trách.
- Nghiên cứu, đánh giá dự án mới: nghiên cứu hồ sơ pháp lý các dự án (liên quan lĩnh vực đầu tư, đất đai, xây dựng …); đánh giá cơ hội đầu tư và tham mưu đề xuất phương án triển khai dự án đầu tư.
- Tổ chức việc triển khai các công tác chuẩn bị đầu tư của dự án được giao: lập quy hoạch, chấp thuận chủ trương đầu tư; lựa chọn nhà đầu tư thực hiện dự án; thủ tục giao thuê đất, xác định tiền sử dụng đất, thỏa thuận PCCC, thủ tục thẩm định báo cáo khả thi, thẩm định TKTC, cấp phép xây dựng, lựa chọn đơn vị tư vấn …
- Tổ chức việc triển khai dự án giai đoạn đầu tư (lập kế hoạch, tiến độ triển khai dự án, lựa chọn nhà thầu thi công, quản lý hợp đồng xây lắp …)
- Chịu trách nhiệm trước Trưởng Ban dự án và Ban Tổng Giám đốc trong nhiệm vụ và quyền hạn được giao, nếu vi phạm phải chịu xử lý theo quy định.
- Chủ động “Kiến nghị - đề xuất” công việc lên ban lãnh đạo nhằm hỗ trợ công việc hiệu quả.
- Thực hiện việc báo cáo công việc định kỳ hàng tháng.
